The Department of the Treasury Bureau of the Fiscal Service (Fiscal Service) is amending its regulation governing the centralized offset of Federal payments to collect nontax debts owed to the United States. The amendment clarifies the meaning of Federal payment for purposes of offset under 31 U.S.C. 3716. Fiscal Service is clarifying that any payment certified to a Federal disbursing official is a Federal payment for purposes of the rule.
