        <ABSTRACT><![CDATA[This regulation will supplement the executive branch-wide Standards of Ethical Conduct for employees of the Department of Homeland Security.  This regulation will replace the existing supplemental ethics regulations of other departments, pieces of which were incorporated into DHS that have continued to apply to those employees whose duties and organizational structure have remained largely unchanged after their incorporation.  Two significant areas to be addressed by the supplemental regulation are outside employment and the prohibited purchase of Government-owned, seized, or forfeited property by DHS employees.]]></ABSTRACT>
