<p>The interim final rule (IFR) implemented section 6405 of the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007, Public Law 110-28. DHS had amended the Homeland Security Acquisition Regulation (HSAR) to add new lead system integrator language. The new language provided definitions, policies, prohibitions, and waiver processes for entities that have a financial interest in elements of lead system integrators. DHS is now finalizing that IFR.</p>
