The Department of Homeland Security (DHS) will propose regulatory provisions designed to strengthen the requirements for acquiring and maintaining a USCIS civil surgeon designation. DHS will propose requirements related to improving the vetting process associated with becoming a USCIS-designated civil surgeon, including revocation provisions, periodic renewal requirements, board certification requirements, background check procedures, USCIS discretionary review, and requirements related to a civil surgeon’s reporting of negative factors involving medical licensing or criminal history. The intent of these proposed changes is to ensure only qualified and reputable physicians with no history of fraud or falsification of records, patient abuse, or other criminality are authorized to conduct immigration medical examinations on behalf of USCIS.
