        <ABSTRACT><![CDATA[The Coast Guard proposes to prevent recreational boating casualties caused by persons being struck by a boat or propeller when the boat operator is separated from the operating controls (e.g., falls overboard or is ejected).  To do this, the Coast Guard proposes to require engine cut-off switches as a standard safety feature of propulsion machinery and/or starting controls installed on recreational boats less than 26 feet in length, and require operators of these recreational boats to use the switch.  This proposed rulemaking would support the Coast Guard's broad role and responsibility of maritime safety and the National Recreational Boating Safety program's performance goal of reducing recreational boating casualties.]]></ABSTRACT>
