        <ABSTRACT><![CDATA[The proposed rule would permit the use of United Nations-approved portable tanks for the transfer of hazardous liquid cargoes to and from portable tanks on vessels.  The proposed rule would align Coast Guard regulations with the Department of Transportation's Hazardous Materials Regulations and the International Maritime Organization's International Maritime Dangerous Goods Code for the construction and use of portable tanks. The use of certain Intermediate Bulk Containers (IBCs) would also be allowed for the transfer of hazardous liquid cargoes to and from offshore supply vessels.  This proposed rule would also amend the list of hazardous liquid cargoes in table 46 CFR 98.305(a) to include additional cargoes.]]></ABSTRACT>
