        <ABSTRACT><![CDATA[Section 619 of the 2010 Coast Guard Authorization Act, (Act) (Pub. L. 111-281) amends title 46, United States Code (U.S.C.) 4102(b), and directs the Coast Guard to regulate the installation, maintenance, and use of life preservers and other lifesaving devices for individuals on uninspected vessels.  Currently, uninspected commercial barges not carrying passengers for hire are exempt from carriage requirements.  This proposed rule would fulfill that statutory mandate by changing 46 CFR 25.25 and several associated tables to prescribe regulations requiring the installation, maintenance, and use of lifesaving devices to enhance the safety of persons working aboard these vessels.]]></ABSTRACT>
