<p>The primary purpose of this rulemaking is to clarify and expand 46 CFR subchapter N--Outer Continental Shelf (OCS) provisions regarding marine casualty reporting and associated drug testing requirements to align with the requirements of 46 CFR part 4 to ensure the same level of safety is provided to all mariners working on the United States OCS, all facilities, mobile offshore drilling units (MODUs), and other vessels operating on the United States OCS. This will improve the Coast Guard's ability to capture data on casualties that occur on the United States OCS. That data is essential to conducting the analysis necessary to develop sound future regulatory requirements. A regulatory safety regime founded on improved casualty data will help prevent future mishaps and make the OCS safer and cleaner for future generations.</p>
