The Coast Guard proposes to amend the requirements for who may serve as the person in charge (PIC) of fuel oil transfers on inspected vessels when a declaration of inspection is required. This amendment would provide an alternative to the requirement that PICs hold a Merchant Mariner Credential (MMC) with either an officer endorsement or Tankerman-PIC endorsement. This rulemaking seeks to relieve certain personnel from the burden of obtaining and renewing an MMC every 5 years.
