These revisions are required by the STCW Convention, to which the United States is a signatory.&nbsp; First, the Coast Guard would implement the 2016 amendments to the STCW Convention and the STCW Code for personnel serving on passenger ships that operate on international voyages. The revisions would add a requirement for all personnel to complete passenger ship emergency familiarization training appropriate to their capacity, duties, and responsibilities during an emergency before being assigned to shipboard duties. The rule would also expand the applicability of crowd management training to include qualified ratings.</p>
