<p>The Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act) requires vetting of certain railroad, public transportation, and over-the-road bus employees. Through this rulemaking, the Transportation Security Administration (TSA) intends to propose the mechanisms and procedures to conduct this required vetting. TSA previously intended to include vetting requirements for these populations in a related rulemaking called Standardized Vetting, Adjudication, and Redress Services (SVAR). However, TSA now plans to proceed with a separate rulemaking in order to provide vetting more expediently for these populations. This regulation is related to 1652-AA55, Security Training for Surface Transportation Employees.</p>
