The 9/11 Act requires vetting of certain railroad, public transportation, and over-the-road bus employees. Through this rulemaking, the Transportation Security Administration (TSA) intends to propose the standards and procedures to conduct the required vetting. Section 520 of the Department of Homeland Security Appropriations Act, 2004, requires TSA to charge fees for providing credentialing and background investigations in the field of transportation.
