        <ABSTRACT><![CDATA[This proposed rule would revise the Federal Emergency Management Agencys Public Assistance program regulations.  Many of these changes reflect amendments made to the Robert T. Stafford Disaster Relief and Emergency Assistance Act by the Post-Katrina Emergency Management Reform Act of 2006 and the Security and Accountability For Every Port Act of 2006.  The proposed rule also proposes a few further substantive and nonsubstantive clarifications and corrections to the Public Assistance regulations.  This proposed rule is intended to improve the efficiency and consistency of the Public Assistance Program, as well as implement new statutory authority by expanding Federal assistance, providing for precautionary evacuations, improving the Project Worksheet process, empowering grantees, and improving State Administrative Plans.]]></ABSTRACT>
