The Federal Emergency Management Agency (FEMA) is publishing this interim final rule (IFR) amending its regulations governing the Individuals and Households Program. This rule would  implement section 1211 of the Disaster Recovery Reform Act of 2018.  That statutory amendment authorized FEMA to issue grants to States and Indian Tribal governments to administer certain types of Temporary Housing Assistance  - Direct Housing and Permanent Housing Construction -  for individuals and households affected by a disaster. This rule supports Executive Order 14239, Achieving Efficiency Through State and Local Preparedness, which the President issued on March 18, 2025.
