The Department will establish requirements for the American Rescue Plan Elementary and Secondary School Emergency Relief Fund--ARP-HCY, under section 2001(b)(1) of the American Rescue Plan (ARP) Act of 2021. The requirements will apply to a portion (three-fourths) of ARP funding for students experiencing homelessness. Rulemaking is needed to establish the authority for State educational agencies (SEAs) to provide subgrants under this program. The requirements will focus on the formula for SEAs to use to provide subgrants to LEAs to support homeless children and youth across the State.
