The Department proposes to amend regulations under the Innovative Assessment Demonstration Authority (IADA) to support states in piloting and developing higher-quality assessment systems to better assess student learning and improve teaching and learning. These proposed changes are informed by the April 2023 report by the Institutes of Education Sciences (IES) documenting the progress participating state systems made under IADA and the challenges they faced.
