<p>The Business and Education Standards Program provided financial assistance for organizing and operating business- education-labor technical committees that developed national standards for competencies in industries and trades. The program was authorized under the authority of sec. 2416 of the Carl D. Perkins Vocational and Applied Technology Act of 1990 and its regulations were published in the Federal Register, Aug. 14, 1992 (57 FR 36796). The Department will rescind its regulations 34 CFR 421.1 -- 421.5 (subpart A); 34 CFR 421.20 -- 421.21 (subpart C); and 34 CFR 421.30 (subpart D) relating to the program.&nbsp; These actions are necessary because these program regulations are outdated and are not authorized under the Carl D. Perkins Career and Technical Education Act of 2006.&nbsp;Subpart B of 34 CFR 421 is currently reserved. The Department will also reserve subparts A, C and D of 34 CFR 421.&nbsp;</p>
