The purpose of the Bilingual Vocational Training Program was to provide financial assistance for bilingual vocational education and training for limited English proficient out-of-school youth and adults, to prepare these individuals for jobs in recognized occupations and new and emerging occupations. The program was authorized under the authority of 20 U.S.C. 2441(a) and its regulations were published in the Federal Register, Aug. 14, 1992 (57 FR 36810). The Department will rescind its regulations at 34 CFR 427.1 -- 427.5 (subpart A); 34 CFR 427.10 (subpart B); 34 CFR 427.20 -- 427.22 (subpart C); and 34 CFR 427.30 (subpart D) relating to the program. These actions are necessary because these program regulations are outdated and are not authorized under the Carl D. Perkins Career and Technical Education Act of 2006. The Department will reserve subparts A, B, C, and D of 34 CFR 427.
