<p>The Bilingual Vocational Instructor Training Program provided financial assistance for preservice and inservice training for personnel participating in or preparing to participate in bilingual vocational education and training programs for limited English proficient individuals. The program was authorized under the authority of 20 U.S.C. 2441(b) and its regulations were published in the Federal Register, Aug. 14, 1992 (57 FR 36812). The Department will rescind its regulations at 34 CFR 428.1 -- 428.5 (subpart A); 34 CFR 428.10 (subpart B); and 34 CFR 428.20 -- 428.22 (subpart C) relating to the program.&nbsp;These actions are necessary because these program regulations are outdated and are not authorized under the Carl D. Perkins Career and Technical Education Act of 2006. The Department will reserve subparts A, B, and C of 34 CFR 428.</p>
