The Department will rescind regulations 34 CFR 461 relating to the Adult Education State-Administered Basic Grant program as authorized by the National Literacy Act of 1991. We are taking this deregulatory action because the National Literacy Act of 1991 was superseded by title II of the Workforce Investment Act, which, in turn, has been superseded by title II of the Workforce Innovation and Opportunity Act for the purposes under 29 U.S.C. 3101.
