        <ABSTRACT><![CDATA[The Secretary will propose regulations to implement the student financial aid and other provisions of Title IV of the Higher Education Act of 1965, as amended by the Higher Education Opportunity Act of 2008, Pub. L. 110-315.  The proposed regulations will address a number of issues under the Federal Family Education Loan, William D. Ford Federal Direct Loan, and Federal Perkins Loan programs, including eligibility for loan deferment, loan consolidation, mandatory lender disclosures to borrowers, program participation agreements, and cancellation of loans based on public or military service.  The proposed regulations also will implement provisions of the amended statute relating to the Secretarys recognition of accrediting agencies and accreditation procedures, discretionary grants under the TRIO and GEAR UP programs and the High School Equivalency Program (HEP) and College Assistance Migrant Program (CAMP), and other issues, such as financial assistance to students with intellectual disabilities, consumer information, Pell Grants, and the Federal Work Study Program.]]></ABSTRACT>
