The Secretary proposes to amend the regulations in 34 CFR parts 606 through 609, and create new regulations under 34 CFR parts 605 and 610, to implement statutory changes made to titles III and V of the Higher Education Act of 1965 (HEA), as amended. The amendments will update and clarify existing program regulations and create regulations for newly established programs.
