The Secretary is moving the regulations governing the Health Education Assistance Loan (HEAL) program from their previous location when administered by the Department of Health and Human Services (HHS) to a location within Education regulations at Volume 34 of the Code of Federal Regulations to reflect the transfer of the authority for administering the HEAL loans that remain outstanding to Education.  In addition, the Secretary is removing regulations that are no longer needed (for origination of HEAL loans) and amending the regulations to reflect the transfer to Education.
