The Department of Education (Department) will issue these interim final regulations to amend and correct the regulations for total and permanent disability student loan discharge for veterans by removing unintended administrative burdens that have prevented at least 20,000 totally and permanently disabled veterans from obtaining
discharges of their student loans, as the law provides. These unintended barriers create significant and unnecessary hardship for these veterans, presenting serious risks to military morale and readiness and thereby weakening military preparedness. Removing these barriers is a matter of pressing national concern.
