The Department intends to rescind regulations that support and create the Saving on a Valuable Education (SAVE) Plan, which have been enjoined in Missouri v. Trump, 128 F.4th 979 (8th Cir. 2025) and are unenforceable.  On December 9, 2025, the Department announced a proposed joint settlement agreement with the State of Missouri to end the SAVE Plan. As part of the proposed joint settlement agreement, the Department will not enroll any new borrowers in the illegal SAVE Plan, deny any pending applications, and move all SAVE borrowers into legal repayment plans.
