        <ABSTRACT><![CDATA[On December 29, 1989, DOE published in the Federal Register a final rule regarding the administrative procedures governing the import and export of natural gas.  The purpose of this final rule was to establish the rules and procedures required to be followed by persons to obtain authorizations from DOE to import or export natural gas under the Natural Gas Act, and by all other persons interested in participating in a natural gas import or export proceeding before the agency. Since the publishing of this final rule, the domestic and international natural gas markets have evolved in structure and complexity.  The current business models and types of commercial transactions utilized by stakeholders in the natural gas industry require greater flexibility on the part of DOE when evaluating import and export applications for issuance of an authorization than is provided for by the current regulations, which were  developed 21 years ago and have not been revised since their issuance.  Additionally, amendments to the Natural Gas Act, which were passed subsequent to the December, 1989 publishing of the current regulations, have had a significant  effect on the processes and procedures for the issuance of authorizations, and have not yet been incorporated into the current regulations.  This rulemaking project will consolidate existing DOE policies and procedures on the import and export of natural gas by incorporating them into the regulations; it will allow DOE to address increasingly complex natural gas market issues through increased regulatory flexibility; and it will streamline the regulations by eliminating those regulations which are no longer applicable.]]></ABSTRACT>
