        <RULE_TITLE>Test Procedures for General Service Incandescent Lamps, General Service Fluorescent Lamps and Incandescent Reflector Lamps</RULE_TITLE>
        <ABSTRACT><![CDATA[Under the Energy Policy and Conservation Act (EPCA) DOE is authorized to amend or establish new test procedures as appropriate for covered products including general service fluorescent lamps (GSFL), incandescent reflector lamps (IRL) and general service incandescent lamp (GSIL). DOE is conducting this review of GSFL, IRL and GSIL test procedures under 42 U.S.C. 6293(b) which specifically directs DOE to review and amend as appropriate test procedures for these products every seven years. Additionally, the Energy Independence and Security Act (EISA) of 2007 amended EPCA to prescribe minimum rated lifetime requirements for certain GSIL that must be met by January 1, 2012. 42 U.S.C. 6295(i) EPCA states that compliance with energy conservation standards shall be determined using test procedures established by DOE. 42 U.S.C. 6295(s) Currently, DOE has not prescribed a test procedure for measuring lamp lifetime for GSILs. This rule will establish such a procedure.]]></ABSTRACT>
