<p>The Energy Independence and Security Act of 2007 (EISA 2007) amended the Energy Policy and Conservation Act (EPCA) to require that at least once every 7 years, DOE must review test procedures for all covered products and equipment and either amend those test procedures or publish notice in the Federal Register of any determination not to amend a test procedures. Therefore, DOE must review the test procedures for residential heating products by December 19, 2014 (7 years after the enactment of EISA 2007). DOE must also review the test procedures for commercial water heaters by May 16, 2019 (7 years after they were last promulgated, 77 FR 28928 (May 16, 2012)). This rulemaking was broadened in response to the amendments to EPCA contained in the American Energy Manufacturing Technical Corrections Act (AEMTCA). AEMTCA requires DOE to publish a final rule establishing a uniform efficiency descriptor and accompanying test methods for covered residential water heaters and commercial water heating equipment within one year of the enactment of AEMTCA (i.e., by December 18, 2013).</p>
