<p>EPCA&nbsp;requires DOE to evaluate, at least once every seven years, the test procedures for&nbsp;all covered products and either amend the test procedures or publish a determination in the Federal Register not to amend them.&nbsp;EPCA&nbsp;also requires DOE to amend its test procedures for all covered products to include measurement of energy consumption of each product while in standby mode or off mode. This rule satisfies these requirements and includes a number of amendments to the test procedure for illuminated exit signs.</p>
