DOE is developing this test procedure rule to implement the directive in section 413 of the Energy Independence and Security Act of 2007 (EISA, Public Law 110-140) to establish energy conservation standards for manufactured housing. Test procedures are necessary to provide for accurate, comprehensive information about energy characteristics of manufactured homes and provide for the subsequent enforcement of the standards. See 42 U.S.C. 7254 and 17071.
