<p>Under the Energy Policy and Conservation Act, as amended by the Energy Independence and Security Act of 2007 (EISA), Public Law 110-140, the U.S. Department of Energy (DOE) must conduct two rulemakings to evaluate whether to amend the standards in effect for external power supplies (EPS). DOE completed the first rulemaking in 2014, which, consistent with the statute, amended the statutorily prescribed standards set by EISA, see 79 FR 7846 (February 10, 2014). This proceeding will be the second (and final) rulemaking required under 42 U.S.C. 6295(u)(3)(D) and will evaluate whether to amend the current standards for external power supplies or issue a determination that no amendments to the current standards are required. DOE has proposed to adopt amended energy conservation standards for EPS and tentatively concluded that the proposed standards represent the maximum improvement in energy efficiency that is technologically feasible and economically justified, and that they would result in the significant conservation of energy. Once completed, this rulemaking will fulfill DOE&rsquo;s statutory obligation under EISA to either propose an amended standard for this equipment or determine that the standards do not need to be amended. This requirement is separate from DOE's general obligation under 42 U.S.C. 6295(m) to periodically review its energy conservation standards once every six years.&nbsp;</p>
