<ABSTRACT>

The U.S. Department of Energy (DOE) initiated an effort to determine whether to amend the test procedures for dedicated-purpose pool pumps (DPPPs). The Energy Policy and Conservation Act (EPCA), as amended, requires DOE to amend test procedures with respect to dedicated-purpose pool pumps at least once every 7 years, if it determines that amended test procedures would more accurately produce test results which measure energy efficiency, or make a determination not to amend test procedures. DOE proposes to amend the test procedures for DPPPs to incorporate by reference the latest version of the relevant industry standards, to codify DOE’s current enforcement policy regarding the scope of the DPPP test procedure pertaining to DPPPs that cannot be appropriately tested by the current DOE test procedure, to align DOE’s DPPP definitions with DOE’s corresponding DPPP motor definitions, and to remove an obsolete DOE DPPP test procedure appendix. Once completed, this rulemaking will fulfill DOE’s statutory obligation to either propose amended test procedures for this equipment or determine that the existing test procedures do not need to be amended. Any rulemaking action will be consistent with the President's direction in Executive Order 14154, Unleashing American Energy, to preserve consumer choice as well as DOE's statutory obligation to preserve appliance features in the market.
