<p>The Energy Policy and Conservation Act, as amended, prescribes test procedures and energy conservation standards for various consumer products, including uninterruptible power supplies (UPSs), which the Department of Energy (DOE) is treating as a class of battery charger. DOE has initiated a rulemaking effort to examine whether to modify and clarify certain requirements related to the existing test procedure for battery chargers codified in appendix Y of subpart B of 10 CFR 430 as applied to uninterruptible power supplies. DOE has proposed to amend its test procedure for UPSs to consider the latest revision of the industry standard that is incorporated by reference and to provide an optional test method for measuring power consumption of a UPS at no-load conditions.</p>
