The U.S. Department of Energy (DOE) is initiating an effort to determine whether amendments to the general service lamp test procedures are warranted. The Energy Policy and Conservation Act (EPCA), as amended, requires the DOE to amend test procedures with respect to general service lamps at least once every 7 years, if it determines that amended test procedures would more accurately produce test results which measure energy efficiency, or make a determination not to amend test procedures. Once completed, this rulemaking will fulfill DOE’s statutory obligation to either propose amended test procedures for this product or determine that the existing test procedures do not need to be amended. Any rulemaking action will be consistent with the President's direction in Executive Order 14154, Unleashing American Energy, to preserve consumer choice as well as DOE's statutory obligation to preserve appliance features in the market.
