<p>The U.S. Department of Energy (DOE) is amending its existing regulations for the Weatherization Assistance Program (WAP). In this interim final rule, DOE has revised its regulations to align with recent statutory amendments and congressional direction, incorporate existing practices and long-standing program guidance, and adopt minor clarifications. The interim final rule also amends the regulations after considering feedback from numerous stakeholders, and experience gained by addressing concerns and questions from the WAP network. WAP also held a public listening session (webinar) in May 2024 to consider feedback from the WAP network regarding the program&rsquo;s current regulations. Attendees included over 500 individual participants, including representatives from 51 of the 56 Grantee services areas. The topics discussed included the following: average cost per dwelling unit, health and safety, savings-to-investment ratio, workforce, client eligibility, WAP formula allocations, weatherization measures, non-energy benefits, leveraging, management, multifamily, Subgrantees, training, weatherization readiness funds, priority lists, innovation programs, quality control, rebates, and reweatherization. DOE has included consideration of the feedback received in response to the webinar in the interim final rule.</p>
