This rulemaking is being undertaken consistent with Executive Order 13990, Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis (January 20, 2021), which directs Federal agencies to review actions taken in the previous four years that conflict with national priorities including to reduce greenhouse gas emissions. DOE is reconsidering categorical exclusion B5.7, Export of natural gas and associated transportation by marine vessel, which was last updated on December 4, 2020 (85 FR 78197), to ensure that greenhouse gas emissions are appropriately considered in DOE's environmental review of natural gas export decisions.
