This rulemaking revises 10 CFR 712, DOE's Human Reliability Program by streamlining and bringing greater efficiency to DOE's Human Reliability Program in several areas, particularly with regard to hearings and appeals, and operational processes.  The Human Reliability Program is a security and safety reliability program designed to ensure that individuals who occupy positions affording access to certain materials, nuclear explosive devices, facilities, and programs meet the highest standards of reliability and physical and mental suitability.
