The U.S. Department of Energy (DOE) proposes to revise 10 CFR 1017 to incorporate legislative changes; more fully address and clarify information that falls under the UCNI subject area of declassified Restricted Data; clarify policies for other Government agencies that have access to and may generate DOE Unclassified Controlled Nuclear Information (UCNI); better define Government-wide authorities; and assessments of UCNI programs. The changes would also address authorities and training required for control and decontrol of matter containing UCNI, and clarify and improve policies based on lessons learned.

These changes are necessary to ensure sensitive nuclear-related information is properly identified, protected, and exempt from public release. Changes would ensure that all Government agencies with access to UCNI or who may generate UCNI will implement specific training, evaluation, and safeguard measures for UCNI.
