The purpose of this Clean Air Act (CAA) Federal Implementation Plan (FIP), applicable to sources on Indian country lands within the Uintah and Ouray Indian Reservation (U&O Reservation), is to establish a bank of ozone-precursor emission reduction credits (ERCs) that may be generated and used for several air quality planning purposes. This FIP would also establish authority for the EPA or the Ute Indian Tribe, as applicable, to issue permits to true minor sources of ozone precursor emissions to generate emission reduction credits.
