This action would finalize several provisions that were withdrawn on December 6, 2023, due to adverse comments on the August 9, 2023, direct final rule. The August 9, 2023, direct final rule made technical corrections to certain hazardous waste regulations related to the 2016 Hazardous Waste Generator Improvements Final Rule, the 2019 Management Standards for Hazardous Waste Pharmaceuticals and Amendment to the P075 Listing for Nicotine Final Rule, and the 2018 Response to Vacatur of Certain Provisions of the Definition of Solid Waste Final Rule. These technical corrections consisted of corrections of typos, incorrect regulatory citations, and small oversights. The direct final rule was accompanied by a parallel proposed rule, also published August 9, 2023. The Environmental Protection Agency received adverse comments on 8 provisions and they were withdrawn on December 6, 2023, while the rest of the August 9, 2023, direct final rule became effective on December 7, 2023.
