        <ABSTRACT><![CDATA[In response to growing concerns about environmental and public health issues at drum reconditioning sites, EPA published an Advance Notice of Proposed Rulemaking (ANPRM) to examine damages associated with the drum reconditioning industry, as well as potential measures to mitigate those damages. EPA solicited information and requested comments to assist in the potential development of non-regulatory and regulatory options that would ensure the proper management of used industrial containers that held hazardous chemicals or hazardous waste, up to and including the drum reconditioning process. EPA received additional information related to industrial facilities, hazardous waste generators, and others generating or managing used containers and residues, as well as transporters and receiving facilities (i.e., drum reconditioners), including waste management practices, as well as more information about damage cases and their impact to nearby communities. The purpose of the ANPRM was to engage stakeholders early in the process. The ANPRM provided an opportunity for stakeholders to comment on a range of potential ways of addressing these problems, including potential future regulatory changes, as well as suggest other alternatives for EPA to pursue in future rulemakings. EPA is now considering the comments received in order to determine potential future regulatory action.]]></ABSTRACT>
