        <ABSTRACT><![CDATA[EPA is amending the rule on refrigerant recycling, promulgated under section 608 of the Clean Air Act to clarify how the statutory venting prohibition of the Act applies to refrigerants that are used as substitutes for CFC and HCFC ozone-depleting refrigerants.  It also exempts certain substitute refrigerants from the prohibition on the basis of current evidence that their release does not pose a threat to the environment.  In addition, EPA is extending the refrigerant sales restriction to substitute refrigerants that consist of an ozone-depleting substance.]]></ABSTRACT>
