<RULE_TITLE>Proposal To Exempt Area Sources Subject to NESHAPs From Federal and State Operating Permit Programs</RULE_TITLE>
<![CDATA[This action would implement the Agency's decision on whether to require title V permits for six area (nonmajor) sources subject to air toxic requirements under Clean Air Act. The affected source categories are: dry cleaners, halogenated solvent degreasers, chrome plating, ethylene oxide sterilizers, secondary lead, and secondary aluminum. Under the Act, these sources are subject to operating permit programs; however, EPA may exempt them from such programs if it finds that permitting would be impracticable, infeasible or unnecessarily burdensome on the sources. This action makes these findings for all categories except secondary lead and presents them for public comment. Secondary lead would remain subject to permitting because few area sources are affected and most have already been permitted.]]>
