        <RULE_TITLE>Air Quality Designations for the 2008 Lead National Ambient Air Quality Standards</RULE_TITLE>
        <ABSTRACT><![CDATA[This action will establish initial air quality designations for all areas of the United States under the revised 2008 lead NAAQS. Designations of attainment, nonattainment, or unclassifiable are based upon air quality monitoring data and other relevant information pertaining to the air quality in the affected area, including whether an area contributes to a violation of the standard in a nearby area. EPA is required to make the final initial designations no later than 2 years from the October 15, 2008 promulgation of the revised NAAQS, although EPA can extend this deadline by up to 1 year if necessary to gather additional information.  Therefore, the EPA will finalize a first round of designations by 11/00/10, and will complete a second round in 11/00/11 to consider additional data being collected from the expanded lead monitoring network promulgated with the final lead NAAQS.]]></ABSTRACT>
