This final rule will address a range of requirements for implementation plans submitted State, local, and tribal air agencies to attain the PM2.5 National Ambient Air Quality Standards (NAAQS). These requirements include the timing of plan submissions, attainment deadlines for areas designated nonattainment, policies for addressing PM2.5 precursor pollutants, and requirements pertaining to attainment demonstrations, emission inventories, reasonably available control technology, reasonably available control measures, best available control measures, reasonable further progress, associated quantitative milestones, contingency measures and new source review.
