<p>The final rule addressed a range of requirements for implementation plans submitted by state, local and tribal air agencies for areas designated nonattainment for the fine particulate matter (PM2.5) National Ambient Air Quality Standards (NAAQS). These requirements included the timing of plan submissions, attainment dates, policies for addressing PM2.5 precursors pollutants, and requirements pertaining to attainment demonstrations, emissions inventories, reasonably available control technology, reasonably available control measures, best available control technology, best available control measures, reasonable further progress, quantitative milestones, contingency measures and nonattainment new source review.</p>
