<p>The Refinery Sector Rule was promulgated on December 1, 2015 (80 FR 7178). On February 1, 2016, Earthjustice and the American Petroleum Institute (API) and the American Fuels and Petrochemical Manufacturers (AFPM) petitioned the Agency for reconsideration of aspects of the final rule. On June 16, 2016, the EPA granted reconsideration of five aspects of the final rule for which the EPA did not provide adequate opportunity for notice and comment. We proposed a response to the reconsideration issues on October 18, 2016. At that time, we also proposed a technical correction related to regulatory overlap of equipment leak regulations that was raised in one of the petitions and we proposed to correct a referencing error related to that provision. This action finalizes the EPA's response to the issues for which the EPA granted reconsideration, as well as action on the technical correction and referencing error.</p>
