<p>This action finalized the amendments to remove the additional continuous monitoring requirements for pressure release devices (PRDs) on containers that were added to the National Emission Standards for Hazardous Air Pollutants (NESHAP) in the 2015 Risk and Technology Review (RTR) final rule. The original Off-Site Waste and Recovery Operations (OSWRO) NESHAP already contains standards that require the containers and closure devices, including PRDs, to either meet a Department of Transportation regulation on hazardous materials, which requires facilities to demonstrate they operate with no detectable organic emissions (Method 21), and/or meet vapor tightness requirements (Method 27). Within 24 hours of a container being accepted, the OSWRO facility must undertake a visual inspection of the container, its cover, and closure devices. If containers remain on-site for a period of 1 year or more, facilities must visually inspect the containers and their closure devices at least once every calendar year that they remain on site. Therefore, we have determined that the additional continuous monitoring requirement for PRDs on containers promulgated in the 2015 rule are not necessary. This rule was finalized on January 18, 2018, and published in the Federal Register on January 29, 2018.</p>
