Under the statutory provisions governing the Renewable Fuel Standard (RFS) program, EPA is required to modify, or "reset," the applicable annual volume targets specified in the statute for future years if waivers of those volumes in past years met certain specified thresholds. Those thresholds have been met. As a result, EPA is proposing a rulemaking that will propose modifying the applicable volumes targets for cellulosic biofuel, advanced biofuel, and total renewable fuel for the years 2020 to 2022.

Under section 211(o)(7)(F) of the Clean Air Act, the Environmental Protection Agency (EPA) is given the authority to modify, or reset, the applicable volume targets under the Renewable Fuel Standard (RFS) program for a given year. In addition to the proposed volumes, we will also analyze and request comment on alternative reset volume options.

As we have done in other rulemakings, we will compare the costs and impacts of the reset volumes we are proposing in this action to provide a means for evaluating their effectiveness in meeting the primary goals of the statute in establishing the RFS program.
