<p>This proposed action will amend the national volatile organic compound emission standards for the aerosol coatings (aerosol spray paints) category under section 183(e) of the Clean Air Act (CAA). The CAA requires the Administrator to control volatile organic compound (VOC) emissions from specific categories of consumer and commercial products for purposes of reducing emissions contributing to ozone formation and ozone nonattainment. The National Volatile Organic Compound Emission Standards for Aerosol Coatings (Aerosol Coatings Reactivity rule) was promulgated on March 24,2008 and establishes VOC reactivity-based emission limits. Several amendments have been made since rule promulgation pursuant to 40 CFR part 59, subpart E, allowing regulated entities to petition the Administrator to add compounds to the rule. The proposed amendments will update the coating category product-weighted reactivity emission limits, add compounds and corresponding reactivity factors, and amend reporting requirements. The EPA currently plans to propose this action by April 30, 2021.</p>
